The Core Issue for Cape Coral
Hyperscale and AI data centers require massive amounts of water for cooling. Traditional evaporative systems can use hundreds of thousands to several million gallons per day — comparable to a small city. Even with newer “closed-loop” or recirculating systems, developers often claim very low numbers (sometimes 5,000–50,000 gallons/day), but state officials and water managers have repeatedly questioned those estimates as unrealistically low.
Roughly 80% of the water withdrawn is typically consumed (evaporated) and not returned to the local supply.
Florida’s Response
- SB 484 (signed by Gov. DeSantis, effective July 1, 2026) creates guardrails specifically for large-scale data centers (50+ MW peak load). It:
- Protects residential and small-business ratepayers from subsidizing data center power infrastructure.
- Tightens consumptive use permitting for water.
- Allows reclaimed water to count toward requirements.
- Preserves local governments’ zoning authority to reject projects.
- Requires more public process and transparency.
- At least a dozen counties and cities have passed or are considering temporary moratoriums while they study impacts or write stronger local rules (Citrus, Hernando, Clay, Nassau, Sarasota, and others).
- Major proposed projects (Fort Meade/Polk County, Project Tango in Palm Beach County near the Everglades, DeSoto County/Arcadia, Haines City) have faced intense public opposition, delayed votes, scaled-back plans, or withdrawn applications over water, power, noise, and quality-of-life concerns.
The Southwest Florida Water Management District (which covers Lee County) had not issued any water permits to AI data centers as of spring 2026.
Cape Coral / Lee County Context
There is no active hyperscale AI data center proposal currently driving headlines in Cape Coral itself. Lee County has a few smaller existing data centers (including one listed in Cape Coral). A Bonita Springs project that used the zoning term “data center” caused temporary alarm but was clarified by city officials as a much smaller internet relay/fiber facility with normal commercial water and power needs — not a hyperscale AI campus.
However, the issue is highly relevant locally because:
- Northeast Cape Coral already faces serious stress on the Mid-Hawthorn Aquifer. Residents on private wells have lived under strict (and at times zero-day) irrigation restrictions. The city is spending hundreds of millions on Utility Expansion Program (UEP) projects and pursuing reclaimed water to take pressure off the aquifer — costs largely borne by taxpayers and property owners.
- Any large industrial water user competing for the same limited resources would intensify existing problems.
- Nearby DeSoto County’s large proposed data center project has drawn strong resident pushback specifically over water supply in a drought-prone area that feeds into the broader regional system.
Bottom Line for Cape Coral Residents
Data centers are sold as high-tech economic development, but the water (and power) demands can pit industrial users against households, especially in a growing coastal city already managing aquifer stress, UEP assessments, and limited freshwater. The state law gives local governments tools to say no or set strict conditions. The question is whether Cape Coral will use those tools proactively or wait until a project is already on the table.
